1What Is ISPM-15 and Why It Changed
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is the global standard governing wood packaging material used in international trade — including pallets, crates, dunnage, and spools. Its purpose is to prevent the spread of invasive insects and plant diseases across borders through untreated timber.

Heat-treated (HT) wood must now achieve a core temperature of 56°C for a minimum of 30 continuous minutes (up from 30 min at 56°C measured inconsistently). Moisture content must not exceed 19% at any point.

The complete prohibition on bark in WPM (previously with tolerance levels) is now absolute. Any detectable bark — even on interior framing — triggers detention regardless of treatment status.
